Eti Dolev, Adv.
Founding Partner
Eti Dolev has nearly two decades of experience advising on complex real estate transactions and projects.
She advises developers, companies, investors and property owners throughout the transaction lifecycle — from shaping the commercial framework and assessing feasibility, through negotiations and the preparation of the contractual framework, to completion of the transaction or project.
Her experience spans a broad range of real estate matters, including office, retail and residential developments; income-producing properties, including logistics centres, data centres and hotels; real estate purchasing groups; land-for-construction transactions; joint ventures (JVs); urban renewal; and real estate finance. She also handles transactions involving complex planning, tax, financing and registration matters, and advises international investors and clients on their activities in Israel, including dealings with the Israel Land Authority (ILA). She regularly works with overseas clients in English.
Eti’s approach is commercial and practical: understanding the client’s objectives, the parties’ interests and the principal risks, and developing legal solutions that move the transaction forward. She combines extensive legal experience and first-hand knowledge of the real estate market with the ability to conduct complex negotiations and work with developers, property owners, investors, financial institutions, partners, advisers and authorities. Eti maintains close, personal and accessible relationships with her clients throughout the process, with an uncompromising commitment to advancing their interests.
Before founding DGPB, Eti was a partner and held a management role in the real estate department at FISCHER (FBC & Co.), formerly Fischer Behar Chen Well Orion & Co., where she advised on large-scale transactions and projects for many years.

Eli Gozlan, Adv.
Founding Partner
Eli Gozlan has extensive experience advising on complex real estate transactions, joint ventures and large-scale projects, and providing commercial legal advice to developers, companies, property owners and investors.
Throughout his professional career, Eli has gained extensive experience in residential, office and retail transactions and projects, including land-for-construction transactions, real estate purchasing groups, collaborations between rights holders and businesses, real estate financing transactions, and legal advice to property owners and investors. His experience includes complex, multi-party transactions requiring the management of intricate contractual arrangements, coordination among stakeholders and the resolution of legal, commercial and planning issues, with a broad understanding of the client’s needs and careful protection of their interests throughout the transaction.
Alongside his transactional work, Eli advises clients in their dealings with governmental, institutional and public bodies, including the Israel Land Authority (ILA), Land Registry offices, local authorities and the Israel Tax Authority.
Eli combines commercial understanding, in-depth knowledge of real estate and the ability to manage complex processes in a structured, precise and practical manner. He supports clients at every stage of a transaction — from developing the initial concept and its legal and commercial structure, through negotiations and agreements among stakeholders with differing interests, to addressing legal, planning and implementation issues.
Eli worked for approximately nine years at FISCHER (FBC & Co.), one of Israel’s large and highly regarded law firms. There, he advised on significant transactions and complex real estate processes, gaining extensive experience with a wide range of clients and businesses.
Eli believes that quality legal advice extends beyond analysing the law. It requires an understanding of the transaction’s objectives, early identification of obstacles, creative thinking and the ability to turn complexity into clear, workable solutions. Adi Pearl-Berkovich, Adv.
Founding Partner
Adi Pearl-Berkovich specialises in real estate transactions and has experience advising developers, companies and property owners on complex transactions and projects. Over the years, she has advised on large-scale projects, real estate purchasing groups, matters involving investors and non-resident clients, and purchases of apartments and luxury properties.
Adi advises on the legal and commercial aspects of marketing large-scale projects, from structuring the contractual arrangements with purchasers to supporting apartment sales throughout the life of the project.
Another area in which Adi has gained significant experience is resolving complex property rights and registration matters, including cases involving complicated registration histories and multiple rights holders, in dealings with the Land Registry, the Israel Land Authority, local authorities and other public bodies.
Adi worked for six years at FISCHER (FBC & Co.), where she managed numerous matters and advised on large-scale real estate projects.
In her work, Adi focuses on understanding each client’s needs and objectives, combining attention to detail with practical thinking throughout the process. She places particular emphasis on availability, close and ongoing personal contact, and an uncompromising commitment to her clients’ interests, aiming to provide professional, clear and dependable legal support even in complex transactions.
